# What This Bill Actually Does

This bill requires top government officials nominated for major positions to publicly reveal any money they've received from foreign governments or foreign companies over the past five years, and to disclose any work they've done for foreign entities during that same period. The rule applies to senior nominees in four key departments: Defense, State, Treasury, and the intelligence community. Within five days of the President nominating someone for one of these high-level jobs, that person must post a detailed statement on their department's public website showing exactly where foreign money came from, how much they received, and what services or work they performed for foreign governments or political parties.

The practical effect is transparency before confirmation. Right now, when the Senate considers someone for a top national security or foreign policy role, there's no requirement to publicly disclose their financial ties to foreign governments. This bill changes that by putting the information online where journalists, watchdog groups, and ordinary citizens can see it. If a nominee received consulting fees from a foreign government, worked as a lobbyist for a foreign company, or had other financial dealings abroad, that would all need to be disclosed upfront. The departments also have to send reports to the relevant Senate committees if a nominee has worked for foreign entities or requested permission to do so, including details about what they were paid.

The bill targets potential conflicts of interest before they become problems. Someone advising the President on military strategy shouldn't have undisclosed financial ties to a foreign power. Someone negotiating trade deals for the Treasury Department shouldn't have hidden payments from foreign governments. By requiring public disclosure five days after nomination, the bill gives Congress and the public time to evaluate whether a nominee's foreign connections create conflicts before the Senate votes on confirmation. It's essentially saying: if you want to lead one of America's most sensitive agencies, your recent foreign financial dealings need to be out in the open.
