# What This Bill Does

This bill changes the rules for how much vacation time administrative law judges can save up and carry over from year to year. Right now, federal employees in most positions can accumulate a large amount of unused annual leave that they can use in future years or get paid for when they retire. This bill adds administrative law judges to a special category of federal workers who have stricter limits on how much leave they can bank.

Administrative law judges are the people who hold hearings and make decisions in federal agencies on things like Social Security disputes, immigration cases, and labor complaints. They're essentially judges within the government system. By putting them in this restricted category, the bill means these judges won't be able to save up as much vacation time as other federal employees can. Instead of potentially accumulating months or even years of unused leave, they'll face a cap on how much they can carry forward.

The practical effect is that administrative law judges will need to use their vacation days more regularly rather than letting them pile up. This could mean they're encouraged or required to take time off more frequently, or they might lose unused days at the end of the year instead of banking them for later. For the judges themselves, it reduces a financial benefit they currently have—the ability to cash out large amounts of unused leave when they retire. The bill would take effect 30 days after it becomes law, giving agencies time to adjust their systems and notify affected judges about the new rules.

To amend chapter 63 of title 5, United States Code, to modify the accumulation of annual leave for use in succeeding years for administrative law judges.
