# DHS Better Ballistic Body Armor Act: Plain Language Summary

This bill requires the Department of Homeland Security to make sure that female agents and officers get body armor that actually fits their bodies properly. Right now, many women in federal law enforcement are issued body armor designed for men's body shapes, which can leave gaps in protection and be uncomfortable to wear. This bill says that's not acceptable anymore and sets specific standards for how body armor needs to be designed and tested.

The new requirements are pretty detailed. Body armor has to be specifically shaped to fit women's bodies, customized to each individual wearer, and tested using female-shaped molds to make sure it provides full coverage. One particularly important requirement addresses a real safety problem: the armor has to be designed so that bullets don't ricochet upward off the chest plate into the throat or spine area—a dangerous gap that can happen with poorly fitting armor. All body armor also has to be certified by the National Institute of Justice and pass rigorous testing that includes angled shots and shots aimed at the chest to simulate real-world scenarios.

The bill gives the Department of Homeland Security three years to make sure every agent and officer who needs body armor—not just women—has gear that meets these standards. In the meantime, DHS has to report annually on how many female officers have compliant armor and how many are still wearing older, non-compliant equipment. This is essentially a safety upgrade that recognizes that one-size-fits-all body armor doesn't actually protect everyone equally, and that women deserve equipment designed for their actual body shapes.
