This bill changes that by requiring Congress to act if anyone wants to undo these sanctions. It's essentially saying: "These punishments against Russia are now the law of the land, not just a presidential decision."

The sanctions being locked in cover a wide range of Russian targets and activities. They include penalties on Russian government officials, oligarchs, and companies involved in everything from election interference to cyberattacks to the invasion of Ukraine. The bill also covers sanctions on Russian energy companies and pipelines. Medicine, food, and medical supplies can still be sent to Russia even under these sanctions, and the U.S. government can still conduct intelligence operations and work with law enforcement as needed. The President also keeps the ability to remove someone from the sanctions list, but only if they can prove to Congress that the person has stopped the behavior that got them sanctioned in the first place and won't do it again. This means the President can't quietly lift sanctions without Congress knowing about it.
