This bill would prevent solar energy companies and homeowners from getting federal tax credits if they install solar panels on high-quality farmland. Right now, the federal government offers tax credits to encourage solar energy development—basically, the government gives you money back on your taxes when you invest in solar. This bill would eliminate that financial incentive specifically for solar projects built on what the government classifies as "prime farmland" or "unique farmland."

Prime and unique farmland are agricultural lands that the Department of Agriculture has identified as especially productive or valuable for growing crops. These are the best soils in the country—the ones that produce the most food most reliably. The bill's supporters argue that converting this land to solar panels would take productive farmland out of food production permanently, which they see as a threat to agriculture and food security. The bill's name, PANELS Act, is actually an acronym: "Protect Agriculture, Nutrients, and Essential Lands from Solar Act."

The practical effect would be that solar developers would have a strong financial reason to avoid building on prime farmland, since losing the tax credit would make their projects much less profitable. A homeowner with prime farmland wouldn't get the tax break for installing rooftop solar either. This could slow down solar development in agricultural regions and push solar projects toward less productive land, urban areas, or rooftops instead. The bill would apply to any solar projects installed after it becomes law, affecting both large utility-scale solar farms and smaller residential installations on qualifying farmland.
