# Cabin Air Safety Act of 2023

This bill tackles a problem that affects millions of airline passengers and crew members every year: smoke and fumes entering the cabin air supply during flights. Sometimes passengers and flight attendants smell strange odors or see smoke coming from the air vents, and right now there's no consistent way to track, investigate, or prevent these incidents. This bill creates a comprehensive system to identify, report, and fix these air quality problems.

The bill requires airlines to install special monitoring equipment on all commercial aircraft that will continuously check the air supply for dangerous contaminants like carbon monoxide, engine oil fumes, and hydraulic fluid fumes. These detectors will alert pilots and flight attendants in real time if the air quality becomes dangerous, allowing them to take immediate action. Airlines will have about a year to install this equipment after the rules are finalized. The bill also requires pilots and flight attendants to receive annual training on how to recognize and respond to smoke and fume incidents, so they know exactly what to do when problems occur.

To track what's actually happening in the skies, the bill creates a standardized reporting system where pilots, flight attendants, and maintenance technicians can submit detailed reports about any smoke or fume incidents. These reports go to the Federal Aviation Administration, which will compile the data and make it publicly searchable online so passengers, crew members, and researchers can see patterns and trends. The FAA will also be required to investigate incidents where people needed medical attention, gathering information from everyone involved and trying to identify what caused the problem. This creates accountability and helps prevent future incidents by identifying recurring issues with specific aircraft or equipment.

Cabin Air Safety Act of 2023 This bill directs the Federal Aviation Administration (FAA) to implement regulations regarding smoke or fume incidents on aircraft (excluding helicopters). Specifically, the bill requires <ul> <li> flight attendants, pilots, aircraft maintenance technicians, airport first responders, and emergency response teams to receive annual training on how to respond to incidents on aircraft;</li> <li>the FAA to develop a standardized form and system for reporting incidents involving smoke or fumes;</li> <li>the FAA to conduct an investigation after a report is submitted about incidents of smoke or fumes if anybody on the aircraft required medical attention; and</li> <li> air carriers to install and operate onboard detectors and other air quality monitoring equipment situated in the air supply system to enable pilots and maintenance technicians to locate the sources of air supply contamination, including carbon monoxide.</li> </ul>
