# Understanding the PEER Mental Health Act of 2025

This bill creates a new federal grant program to help schools teach people how to recognize and respond to mental health crises in young people. The federal government would provide money to schools, school districts, and state education agencies to train teachers, staff, students, and parents to spot signs of mental health problems in children and teens, know how to help someone in immediate mental distress, and connect people to mental health services in their community.

Think of it like CPR training, but for mental health. Just as CPR courses teach ordinary people to respond to heart attacks, this program would teach school staff and families to recognize when a young person is struggling mentally and what to do about it. The training would cover how to identify symptoms of childhood and adolescent mental health conditions, how to refer students to professional help when needed, and how to apply "mental health first aid" techniques when someone is in acute distress. Schools would also learn what mental health resources exist locally so they can point people in the right direction.

The bill sets aside federal funding specifically for rural schools, requiring that at least 25 percent of the money go to schools in rural areas or organizations applying on their behalf. This recognizes that rural communities often have fewer mental health services available and may need extra support. The government would also help schools with the application process and provide technical assistance so that smaller schools with limited staff aren't overwhelmed trying to apply for the grants. The bill authorizes about $25 million per year for five years to fund these training programs across the country.
