**Getting Information and Faster Decisions**

The bill requires the VA to give veterans their complete claims file and all relevant documents within 90 days if they ask for it. Veterans will also get the contact information of the person handling their case and details about any medical experts involved. If a higher-level reviewer at the VA finds that the original decision-maker made a mistake, the case gets sent back for a do-over rather than being denied outright. When cases are sent back to the VA for reconsideration, they must be handled within 90 days instead of sitting in a backlog. The bill also allows veterans to add new evidence during the higher-level review process, giving them a real chance to fix problems before going to the Board of Veterans' Appeals.

**Making the Appeals Process Less Confusing**

Within 90 days of filing an appeal, the Board of Veterans' Appeals must hold a video conference with the veteran to explain the process and schedule a hearing. During this conference, veterans get clear timelines: at least 30 days to request a hearing, 30 days to find a lawyer, 60 days to explain what they disagree with, and 120 days to submit evidence. Veterans can also request transcripts and recordings of their hearings for free. The bill creates an online filing system similar to what federal courts use, so veterans and their lawyers can submit documents electronically instead of dealing with paperwork.

**Expanding What "Error" Means**

The bill broadens what counts as a mistake that can get a case reopened. Previously, only very obvious errors qualified. Now, if the VA misinterpreted a law or regulation—even if the decision technically followed the rules at the time—that counts as an error worth reconsidering. This gives veterans another path to challenge decisions that seem unfair.

**Changing the Court System**

The bill allows veterans to appeal to the Federal Circuit Court (a higher court) if they lose at the Court of Appeals for Veterans Claims. It also changes how that court reviews cases, using a standard called "arbitrary and capricious" instead of "clearly erroneous," which is generally easier for veterans to meet. The court can now review the full record instead of just checking whether the VA followed its own regulations.
