# Understanding the PFC Joseph P. Dwyer Peer Support Program Act

This bill creates a new grant program that gives money to organizations so they can set up peer support groups for veterans struggling with mental health issues. The idea is simple: veterans often feel more comfortable talking to other veterans who've been through similar experiences than they do talking to doctors or therapists. This program funds groups where veterans can meet with each other for emotional support, without it being a formal medical treatment.

The Department of Veterans Affairs would distribute grants of up to $250,000 each to nonprofits, veteran service organizations, and state or local veteran agencies that want to start these programs. The organizations that receive funding would use the money to hire other veterans as peer specialists—basically people who've served in the military and can relate to what other veterans are going through. These peer specialists would run group meetings and one-on-one conversations with veterans who need someone to talk to. Importantly, the programs would need to be available around the clock, 24 hours a day, seven days a week, so veterans can reach out whenever they need support.

One key protection in the bill is privacy: the organizations running these programs don't have to report veterans' names or personal information to the government. This encourages veterans to participate without worrying that their involvement will show up in official records. The bill also sets aside $25 million over three years to fund these grants and requires the VA to establish standards for how these programs should operate, including training requirements for the veteran peer specialists and best practices for helping different veterans with different needs.

PFC Joseph P. Dwyer Peer Support Program Act This bill requires the Department of Veterans Affairs (VA) to establish the PFC Joseph P. Dwyer Peer Support Program to make grants to eligible entities for peer-to-peer mental health programs for veterans. Eligible entities include (1) a nonprofit organization that has historically served the mental health needs of veterans; (2) a congressionally chartered veteran service organization; or (3) a state, local, or tribal veteran service agency, director, or commissioner. The VA shall establish an advisory committee to create appropriate program standards.
