This bill makes it official U.S. policy to refuse to recognize Russia's control over any Ukrainian territory it has occupied or claimed, including Crimea and four other regions (Donetsk, Kherson, Luhansk, and Zaporizhzhia). This gives the administration flexibility if, for example, a country's cooperation is needed for some other critical national security goal. The practical effect is that countries face a choice—they can either recognize Russia's territorial gains and lose U.S. aid, or they can maintain the U.S. position that these territories belong to Ukraine and keep receiving American support.
