This bill is about stopping a practice called "soring" in horses—deliberately injuring a horse's legs to make it move in an exaggerated, high-stepping way that looks flashy in competitions. The practice primarily affects Tennessee Walking Horses, Racking Horses, and Spotted Saddle Horses, and the bill aims to crack down on people who do this and those who profit from it.

Right now, soring is technically illegal under existing law, but enforcement has been weak. This bill makes the rules much tougher. It increases criminal penalties significantly—fines jump from $3,000 to $5,000, and prison time increases from one year to three years. More importantly, it creates a new licensing system where the Department of Agriculture will train and license inspectors (preferably veterinarians) to check horses at shows and auctions. These inspectors will be hired by the event organizers themselves, which means there's supposed to be consistent oversight at every event, not just occasional government inspections.

The bill also creates escalating consequences for horses found to be sore. The first time a horse is caught sore, it gets banned from competition for at least 180 days. A second offense means at least one year off. A third offense can result in a permanent ban. Additionally, the bill bans certain devices—like action devices that rotate around a horse's leg or weighted shoes designed to artificially alter a horse's gait—specifically on these three horse breeds at shows and sales. The bill also expands who can be punished to include trainers, handlers, and anyone knowingly participating in the event, not just the horse owner.
