# Understanding the Disability Access to Transportation Act

This bill tackles a real problem: people with disabilities often struggle to get around their communities because transportation services don't work well for them. The bill recognizes that about one in four American adults has a disability, and even though the Americans with Disabilities Act passed over 30 years ago, people with disabilities still face major barriers when trying to use buses, paratransit services, and other transportation options.

The bill creates several new programs to improve how people with disabilities can travel. The main initiative is a "one-stop paratransit" pilot program that would let people with disabilities make a stop of at least 15 minutes during their ride—say, to drop off a child at daycare, pick up medicine at a pharmacy, or run to the grocery store—without having to book multiple separate trips. Currently, many paratransit services require separate bookings for each destination, which means long waits between trips and makes it nearly impossible to accomplish basic daily tasks. The federal government would fund this pilot program in at least 15 different transit agencies across the country (both small and large cities, plus rural areas) to test whether this approach actually works. Transit agencies would need to track data about wait times, rider satisfaction, and complaints to help the government figure out if this could become standard practice everywhere.

The bill also addresses accessibility of sidewalks and pedestrian areas by requiring the government to create new standards for accessible walkways within six months, then adopt regulations based on those standards. It makes it easier for people to file complaints about disability discrimination in transportation by requiring multiple ways to report problems—by phone, mail, or online—and requiring transit agencies to post information about how to file complaints on their websites. Additionally, the bill funds a data pilot program that would help cities and states measure how well their transportation systems actually serve people with disabilities, low-income residents, and other groups by tracking access to jobs, healthcare, childcare, and other essential destinations. Finally, the bill significantly increases federal funding for programs that help seniors and people with disabilities get around, boosting it from about $286 million to $450 million annually by 2022, with increases continuing through 2026.

Disability Access to Transportation Act This bill expands transportation access for individuals with disabilities. Specifically, the bill requires the Department of Transportation to <ul> <li>establish a one-stop paratransit pilot program to develop or expand paratransit programs carried out pursuant to the Americans with Disabilities Act of 1990 (ADA) to prevent long wait times between multiple trips that unduly limit an individual's ability to complete essential tasks;</li> <li>issue regulations enforcing guidelines that set forth minimum standards for pedestrian facilities in the public right-of-way, including shared use paths;</li> <li>implement procedures that allow an individual to submit an ADA complaint by phone, by mail-in form, and online;</li> <li> require each public transit provider and contractor providing paratransit services to post certain information for how an individual can file a disability-related complaint;</li> <li>file yearly reports of accessibility complaints; and</li> <li>create an accessibility data pilot program to assist states and metropolitan or rural planning organizations to improve their transportation planning.</li> </ul>
