# Understanding the Royalty Transparency Act

This bill requires federal government employees and members of certain advisory committees to publicly disclose any money they receive from inventions they created while working for the government. Right now, federal law allows these royalty payments to stay private, but this bill would change that by making them visible to Congress and, in many cases, to the general public.

Here's what matters: If you work for a federal agency or serve on a major health or science advisory committee—like those that advise on vaccines, cancer research, or national security—and you've invented something during your government work that generates royalties (payments from companies using your invention), you'd have to report exactly how much money you're making from it. This includes royalties going to your spouse or dependent children. The bill specifically targets advisory committees that give recommendations on public health matters that actually get implemented by the government. The idea behind this is to help identify potential conflicts of interest—situations where someone advising the government might be influenced by money they're personally receiving from companies affected by their advice.

The bill also requires federal agencies to check for conflicts of interest when hiring contractors or awarding grants, specifically looking at whether those companies have paid royalties to government employees or advisors. Agencies would have to report annually to Congress about any conflicts they find. Additionally, Congress members can now request unredacted copies of financial disclosure reports within 30 days, making it easier for lawmakers to review potential conflicts. The bill sunsets in five years, meaning some of its provisions automatically expire unless Congress votes to keep them.
