# Arctic Watchers Act: What You Need to Know

The U.S. government wants to keep a closer eye on what's happening in the Arctic region, and this bill creates a new program to do exactly that. The Arctic Watchers Act establishes a monitoring system run by the State Department to track activities across the Arctic—including military movements, economic development, resource extraction, cyber threats, and political influence campaigns. The main concern driving this bill is that China and Russia are expanding their influence in the Arctic, and Congress wants the U.S. to better understand and counter those efforts.

Here's how it works in practice: The State Department will assign special officials called "Arctic Watchers" to U.S. embassies and diplomatic posts in countries with significant Arctic interests. At minimum, the bill requires at least three Arctic Watchers stationed in European countries and at least one in North American countries, with additional positions as needed. These officials will focus on monitoring security threats, military activity, economic competition over natural resources and critical minerals, and any attempts by foreign powers to gain influence in the region. They'll also work to strengthen U.S. energy security and cyber security interests in the Arctic.

The bill requires these Arctic Watchers to submit annual reports to Congress detailing what they've discovered and what they plan to do next year. The State Department also has to file yearly reports explaining where these officials are stationed and what strategies they're using. The program is authorized to receive $10 million per year in funding. Essentially, this creates a dedicated team of government officials whose job is to watch what Russia and China are doing in the Arctic and help the U.S. protect its interests in that increasingly important region.
