Instead of each agency independently testing whether a cloud service is secure—which wastes time and money—companies offering cloud services can go through one rigorous security review. Once they pass, their security assessment can be shared across all federal agencies. This means if the Department of Defense approves a cloud service as secure, the Department of Education doesn't have to test it all over again. The bill creates two main groups to run this system: a Program Management Office that handles the day-to-day operations, and a Joint Authorization Board made up of security experts from the Defense Department, Homeland Security, and the General Services Administration who make the final approval decisions.

For cloud service companies, this is actually good news mixed with some challenges. The good news is they only need to go through one approval process instead of multiple ones. The bad news is that process is rigorous and standardized—they'll need to meet specific security requirements set by the National Institute of Standards and Technology, and they'll need to work with accredited third-party assessment organizations to prove their systems are secure. The bill also requires continuous monitoring, meaning companies can't just get approved once and forget about it; they have to keep proving their services remain secure over time.

Federal Risk and Authorization Management Program Authorization Act of 2021 or the FedRAMP Authorization Act This bill provides statutory authority for the Federal Risk and Authorization Management Program (FedRAMP) within the General Services Administration (GSA). The GSA must establish a government-wide program that provides the authoritative standardized approach to security assessment and authorization for cloud computing products and services that process unclassified information used by agencies. Agencies must ensure that their cloud computing services meet GSA requirements. The bill establishes the Joint Authorization Board to conduct security assessments of cloud computing services and issue provisional authorizations to operate to cloud service providers that meet FedRAMP security guidelines. The GSA shall (1) publish a report that includes an assessment of the cost incurred by agencies and cloud service providers related to the issuance of FedRAMP authorizations and provisional authorizations, (2) determine the requirements for certification of independent assessment organizations, and (3) establish the Federal Secure Cloud Advisory Committee.
