# Understanding the Voices for Environmental Justice Act

This bill creates a new grant program that gives money to communities living near pollution sources so they can hire experts to help them understand and participate in environmental decisions that affect their health. Think of it as funding for communities to get a seat at the table when government agencies make decisions about pollution and waste facilities in their neighborhoods.

The bill targets two specific situations. First, it provides grants to help communities near sites where dangerous air pollutants might be released—like industrial facilities or chemical plants. Second, it funds communities near garbage dumps or hazardous waste facilities that need new or renewed permits. In both cases, the money goes to groups of residents who can use it to hire consultants, conduct their own air or environmental monitoring, and understand technical studies that government agencies produce. For example, a neighborhood group could use grant money to hire an engineer to explain what a health impact study means or to conduct independent air quality testing.

The grants are capped at $50,000 per community (though the EPA can approve more if needed), and they're specifically designed for communities that have historically been left out of these decisions: low-income neighborhoods, communities of color, and indigenous communities. The bill sets a timeline for the EPA to create application guidelines within a year and award the first grants within six months after that. The grants can be renewed as decisions move through different stages of the permitting or cleanup process, so communities can get ongoing support rather than just one-time help.

The bill authorizes $5 million per year from 2022 through 2026 to run this program. Voices for Environmental Justice Act This bill authorizes the Environmental Protection Agency (EPA) to award grants to eligible entities to participate in decisions impacting the health and safety of their communities in connection with an actual or potential release of a covered hazardous air pollutant. Additionally, the bill authorizes the EPA to award grants to eligible entities to participate in decisions impacting the health and safety of their communities relating to the permitting or permit renewal of a solid waste disposal facility or hazardous waste facility. An eligible entity must be a group of individuals who reside in a community that (1) is a population or community of color, an indigenous community, or a low-income community; and (2) is in close proximity to the site of an actual or potential release of a covered hazardous air pollutant. Covered hazardous air pollutants include those listed on the Toxics Release Inventory or those identified as carcinogenic by an assessment under the Integrated Risk Information System of the EPA.
