# Save Our Small Farms Act of 2025: What It Actually Does

This bill is designed to help small farmers and specialty crop producers get affordable disaster protection for their crops. Right now, many small-scale farmers—especially those growing vegetables, fruits, herbs, or selling directly to consumers—struggle to afford crop insurance or don't qualify for traditional programs. This bill makes it easier and cheaper for them to get coverage when disasters strike.

The main changes make the application process much simpler. Instead of filling out complicated paperwork and getting in-person inspections for every claim, farmers can now submit photos, drone footage, or other remote evidence of crop damage. For farmers with diverse crops or small operations, the government is creating a streamlined process that requires fewer acreage reports and allows them to submit information twice a year instead of on strict deadlines. The bill also accepts tax forms (IRS Schedule F) as proof of income history, so farmers don't need to gather years of additional documentation.

The bill also creates a financial incentive to help small farmers transition to more comprehensive insurance. If a farmer commits to switching to a whole farm insurance plan within three years, they get a 25 percent discount on their premiums the first year, 50 percent off the second year, and 50 percent off the third year when they actually purchase the full plan. This gives farmers time to prepare for the switch without facing a sudden financial burden. Additionally, the bill increases payouts for certain farmers—those who are just starting out, have limited resources, are veterans, or belong to socially disadvantaged groups now qualify for higher coverage limits and lower premiums.

The bill also expands what crops are covered and makes it easier for farmers selling directly to consumers or through local markets to get insurance. It requires the government to do better outreach to small and beginning farmers to let them know these programs exist, working with local extension offices and state agriculture departments to spread the word.
