# What This Bill Does: Strengthening U.S. Security Partnerships in the Mediterranean

This bill creates a formal security partnership framework between the United States, Israel, Greece, and Cyprus to work together on fighting terrorism and protecting maritime security in the Eastern Mediterranean region. The bill sets up two main groups—one made up of lawmakers from each country and another made up of government officials from their defense, state, and homeland security departments—that will meet at least twice a year to discuss counterterrorism and maritime security issues. It also creates two new training programs. One, called CERBERUS, will be based in Cyprus and focus on counterterrorism training. The other, called TRIREME, will be based at a U.S. naval base in Greece and focus on maritime security training. Both programs will bring together military and security personnel from all four countries to learn and practice working together.

The bill also removes some previous restrictions on military aid to Cyprus, making it easier for the U.S. to provide defense equipment and training to the country. Additionally, it authorizes spending roughly $25 million over several years to build new training facilities, purchase equipment, and support these security initiatives. This includes funding to upgrade facilities in Cyprus and Greece, as well as money to expand military education and training programs for personnel from all three partner countries.
