# Understanding the Protect Victims of Digital Exploitation and Manipulation Act of 2025

This bill makes it a federal crime to create or share fake intimate images of real people using technology like artificial intelligence or photo editing software. Specifically, it targets "deepfake" pornography—sexually explicit images that appear real but were artificially created or manipulated to show someone's face or body in sexual situations without their permission. If someone creates or distributes these fake intimate images, they could face up to five years in prison and fines.

The law applies when the fake images are shared across state lines or using the internet, which covers most online sharing. Importantly, the person creating or sharing the images must act with "reckless disregard"—meaning they either knew or should have known they were violating someone's rights. The law protects anyone whose face or recognizable features appear in these fake images, whether they're a public figure or private citizen. Consent is defined strictly: the person in the image must have given clear, voluntary permission, and being a celebrity or public figure doesn't change this requirement.

The bill includes some important exceptions so it doesn't interfere with legitimate activities. Law enforcement can use these images in investigations, doctors can use them for medical education, and people can report them to authorities or platforms to help stop abuse. Social media companies and internet service providers won't be held responsible for fake images posted by users, though they could face consequences if they knowingly spread this content themselves. The law also applies to crimes committed by or against U.S. citizens, even if the crime happens overseas.
