# What the Impact Aid Infrastructure Partnership Act Does

This bill creates a new federal funding program to help school districts fix, renovate, and build school buildings. The money specifically goes to school districts that serve areas with significant federal property—like military bases, Native American reservations, or other federal lands—because these districts struggle to raise money locally through property taxes.

The core problem the bill addresses is real: many school buildings in these federally impacted areas are old, unsafe, and falling apart. According to the bill, about 65 percent of these districts report their facilities are in poor condition, and some buildings are over 80 years old. Because federal property can't be taxed, these districts have a much harder time raising money through bonds or local taxes compared to other school districts. The bill sets aside $250 million per year for four years to help fix this problem.

The funding works in two ways. First, the bill provides full federal funding (no local match required) for districts with absolutely no ability to borrow money or raise funds locally. Second, for districts that have some capacity to contribute, the bill requires them to pay a percentage of project costs—ranging from 10 to 25 percent depending on how much federal property is in their area and how many federally connected students they serve. Schools can use these grants to construct new buildings, renovate existing ones, or repair facilities. The bill prioritizes the worst situations first: buildings with health hazards, structural problems, poor ventilation, contaminated water, or other safety issues get funding before less urgent projects.
