# VA Funding and Workforce Protection Act

This bill is designed to protect the Department of Veterans Affairs (VA) from having its money moved around or cut without Congress's explicit approval, and to prevent mass layoffs of VA employees. Essentially, it's a safeguard to ensure that veterans' healthcare and services remain stable and that the people working at the VA keep their jobs.

The funding protection part works like this: once Congress approves money for the VA, that money is supposed to stay at the VA. Right now, the executive branch can move VA funds to other departments or delay spending them under certain circumstances. This bill says that can't happen anymore—if someone wants to redirect VA money elsewhere, Congress would have to pass a brand new law specifically allowing it. The only exception is if the VA is about to run out of money within 30 days, in which case the VA Secretary must notify Congress immediately so they can address the problem.

On the workforce side, the bill protects VA employees in several ways. First, the VA is exempt from any hiring freezes that might be imposed on federal agencies, meaning the VA can continue to hire new staff even if other government departments can't. Second, any veteran who was fired from their VA job between January 20, 2025, and when this bill becomes law must be rehired to their old position or an equivalent one. Third, the bill makes it much harder to lay off VA workers—the VA Secretary must give Congress 15 days' notice before any layoffs happen, and employees who are still in their probationary period (usually the first few years of employment) can't be fired without a new law from Congress specifically allowing it. The VA Secretary also has to report to Congress regularly about any probationary employees who are being removed and explain why.

The practical effect is that veterans should see more stable VA services and healthcare, since the funding can't be suddenly diverted and the staff providing those services can't be easily eliminated. For VA employees, it means significantly more job security and protection against sudden termination.
