# Understanding the Servicemember Transition Mental Health Bill

This bill focuses on helping military members and veterans deal with mental health challenges during one of the most difficult transitions of their lives—leaving the military. Right now, when service members leave the armed forces, they go through two main government programs designed to help them adjust: the Transition Assistance Program run by the Department of Defense, and the Solid Start Program run by the Veterans Affairs department. This bill beefs up what these programs teach about mental health and suicide prevention.

Specifically, the bill requires the military's transition program to provide much more detailed information about mental health services and warning signs. Instead of just mentioning mental health in passing, the program must now cover specific topics like post-traumatic stress disorder, depression, anxiety, substance abuse, and suicidal thoughts. It also requires the program to educate separating service members about suicide risk factors—things like homelessness, job loss, relationship problems, and depression—so they can recognize these dangers in themselves or their friends. The bill also addresses the emotional toll of leaving military life, including the loss of community, isolation from support systems, and the stress that comes with such a major life change.

On the Veterans Affairs side, the bill adds two new requirements to the Solid Start Program, which reaches out to newly separated veterans. The program must now help veterans enroll in VA health care and specifically educate them about mental health and counseling services available through the VA. Harvey, Jr. and Adam Lambert Improving Servicemember Transition to Reduce Veteran Suicide ActThis bill requires the Department of Veterans Affairs (VA) and Department of Defense (DOD) to provide additional information and assistance related to mental health care to veterans in the Solid Start program and members of the Armed Forces in the Transition Assistance Program.Specifically, the bill requires that counseling provided under DOD’s Transition Assistance Program include additional mental health information, including information about the risk of suicide and other potential&nbsp;stressors associated with separation from the Armed Forces.The bill also expands the activities that must be carried out by the VA under the Solid Start program, which is an outreach program for veterans in their first year of separation from service. Specifically, under the program, the VA must (1) assist eligible veterans who elect to enroll in the VA health care system, and (2) educate veterans about mental health and counseling services available through the Veterans Health Administration.
