# Understanding the Caring for Seniors Act

America's aging population is creating a serious problem that this bill tries to tackle. Right now, about 10,000 Americans turn 65 every single day, and by 2050, the number of people needing long-term care will triple from about 8 million to 27 million. The challenge is that most seniors can't afford it—roughly 47 million Americans over 60 don't have enough savings to pay for the care they'll eventually need. Meanwhile, the people who work in senior care facilities have largely disappeared, with the industry losing about 400,000 jobs between 2020 and 2022. This bill addresses both problems by creating training programs for care workers and giving money directly to low-income seniors to help them afford assisted living.

The bill focuses on assisted living facilities rather than nursing homes because they're significantly cheaper—about half the cost of a nursing home and less than a third of the cost of having round-the-clock home health aides. The government would establish a new program that gives eligible seniors a monthly payment of $1,000 (adjusted yearly for inflation) to help cover assisted living costs. To qualify, you'd need to be at least 70 years old, have limited income and savings, and either be chronically ill or eligible for Medicaid long-term care services. Your income can't exceed 60 percent of your state's median income, and you can't have more than $19,000 in savings if you're single or $25,000 if you're married.

On the workforce side, the bill directs the Department of Labor and the Department of Health and Human Services to create new training and education programs specifically designed to prepare people for direct care jobs in assisted living facilities and home-based care. This includes funding for certification and training requirements that workers need to get hired. The bill essentially tries to solve two interconnected problems at once: it helps seniors afford care by steering them toward cheaper assisted living options, and it invests in training the workers those facilities desperately need to operate.
