This bill requires the Department of Homeland Security to run a practice drill simulating what would happen if a terrorist attack damaged critical infrastructure during an extreme cold weather event—think a polar vortex hitting at the same time as an attack on power plants or water systems. Right now, the government runs terrorism exercises, but this bill says they need to specifically test how they'd handle the cascading problems that happen when extreme cold combines with infrastructure damage. For example, if a terrorist attack knocked out power during a dangerous cold snap, hospitals might lose heat, water pipes could freeze and burst, and people could lose access to essential services all at once.

The exercise would involve federal agencies, state and local governments, tribes, and private companies like utility providers working together to figure out how to respond. They'd test whether emergency managers know how to coordinate, whether communities can be made more resilient to these combined threats, and what gaps exist in current plans. The goal is to identify weaknesses before a real crisis happens and figure out how to protect people better.

After completing the drill, the Department of Homeland Security has 60 days to write a report to Congress explaining what they learned, what they plan to do differently based on the findings, and whether any new laws are needed. This is essentially a planning and preparation bill—it doesn't directly change anything for ordinary citizens right now, but it's meant to make sure the government is better prepared to handle a worst-case scenario involving both terrorism and severe winter weather.
