This prevents situations where insurance companies exclude affordable drugs from coverage to collect bigger rebates, then add them back while keeping those rebates for themselves.

The rules apply to employer health plans, individual insurance policies, and the pharmacy benefit managers who handle prescription drug coverage for these plans. The bill takes effect for insurance plans starting January 1, 2025, giving the government until April 2024 to identify which drugs qualify as "highly rebated."
