# What the Public Land Renewable Energy Development Act Actually Does

This bill is designed to speed up and encourage wind, solar, and geothermal energy projects on federal lands across the country. Right now, getting permission to build these projects on public land can take years because of complicated approval processes. This bill aims to streamline that by identifying specific areas where renewable energy makes the most sense and fast-tracking permits in those locations.

The bill creates three categories of federal land: priority areas (the best spots for renewable energy), variance areas (places that could work but need more consideration), and exclusion areas (places that are off-limits). The government has to identify priority areas for solar and wind energy within three years and for geothermal energy within five years. Once these priority areas are designated, companies proposing projects there get faster approval and better incentives. The bill also requires the government to update its environmental reviews for renewable energy every ten years to make sure the designated areas still make sense. Importantly, the bill doesn't prevent other uses of the land—it's supposed to balance renewable energy development with other activities like mining, recreation, and wildlife protection.

The bill also creates a new funding system where money from wind and solar projects gets split four ways: 25 percent goes to the state where the project is located, 25 percent goes to the county, 25 percent goes to the federal government to speed up future permit processing, and 25 percent goes into a special conservation fund. That conservation fund is supposed to protect wildlife habitat, restore streams and wetlands, and improve public access to federal lands in areas affected by renewable energy development. This is meant to offset any negative impacts these projects might have on the environment and local communities.

Public Land Renewable Energy Development Act of 2021 This bill sets forth provisions regarding development of geothermal, solar, or wind energy on public lands. The Department of the Interior shall establish priority areas on its land for geothermal, solar, and wind energy projects, consistent with the principles of multiple use and the renewable energy permitting goal. Among applications for a given renewable energy source, proposed projects located in priority areas for that renewable energy source shall <ul> <li>be given the highest priority for incentivizing deployment, and </li> <li>be offered the opportunity to participate in any regional mitigation plan developed for the relevant priority areas.</li> </ul> The bill provides for the disposition of revenues from the development of wind or solar energy. The bill establishes the Renewable Energy Resource Conservation Fund to make funds available to federal, state, and tribal agencies for distribution in regions in which renewable energy projects are located on federal land for (1) restoring and protecting natural water bodies and fish and wildlife habitat and corridors, and (2) preserving and improving recreational access to federal land and water in an affected region.
