# Plain Language Summary: Real Education and Access for Healthy Youth Act of 2025

This bill aims to improve sex education and sexual health services for young people across the United States. Right now, the country has a patchwork system where only 36 states require schools to teach sex education or HIV prevention, and when schools do teach these topics, the quality and content varies widely. Some programs teach outdated or incomplete information, while others don't address the real health needs of young people. This bill would establish national standards to ensure that all young people, especially those from communities that have historically been underserved or harmed by the health system, receive comprehensive, medically accurate information about their bodies, relationships, and sexual health.

The bill defines what comprehensive sex education should include: information about puberty and development, sexual anatomy, contraception, pregnancy options, sexually transmitted infections, HIV prevention, consent and healthy relationships, gender identity and sexual orientation, and how to recognize and respond to interpersonal violence. The education must be age-appropriate, culturally responsive, and trauma-informed—meaning it acknowledges that many young people have experienced trauma and builds their resilience. Importantly, the bill emphasizes that this education should be confidential and accessible to all young people, regardless of their race, ethnicity, immigration status, disability status, or sexual orientation.

The bill also addresses a critical gap: it recognizes that Black, Indigenous, and Latino young people have historically received lower-quality sex education (often abstinence-only programs that don't work) while simultaneously experiencing higher rates of sexually transmitted infections, unintended pregnancies, and sexual assault. The legislation aims to redress these inequities by requiring that sexual health services include not just education but also actual healthcare access—like contraception, STI testing and treatment, mental health support, and services for survivors of violence. The bill frames this as a matter of reproductive justice, acknowledging the country's history of forced sterilizations and medical racism that targeted communities of color, and positioning comprehensive sexual health services as a way to restore bodily autonomy and health equity to young people who have been historically marginalized.
