If lawsuits are already pending when this bill passes, they'd be transferred to appeals courts and handled under these new faster rules.

The practical effect is that environmental groups, local communities, and other opponents of LNG projects would have fewer legal tools to block or delay these facilities. While they could still argue that environmental reviews were done incorrectly, they couldn't stop the project from operating while that argument plays out in court. This benefits natural gas companies and supporters of energy exports, but limits the ability of people concerned about environmental or community impacts to use the courts to protect their interests.
