The bill is motivated by some sobering facts about Alzheimer's disease. Right now, about 60 million people worldwide have Alzheimer's or dementia, and that number is expected to jump to over 150 million by 2050. The disease costs the global economy more than $1.3 trillion every year, and that cost doubles every decade. In the U.S. alone, by 2050, nearly 13 million Americans are expected to have Alzheimer's, with the annual cost reaching close to $1 trillion. The bill notes that women and minority populations are disproportionately affected, both as patients and as caregivers.

The DAC is a partnership between governments, private companies, and patients that's been working since 2021 to develop new treatments, improve diagnosis, and transform how healthcare systems handle Alzheimer's disease. The bill commits the U.S. to helping fund this effort and gives the President authority to appoint a U.S. representative to DAC's leadership council and board. However, there's an important limit: the U.S. can't contribute more than 33 percent of DAC's total funding. This means for every dollar the U.S. puts in, DAC must raise at least two dollars from other countries, private companies, or other sources. The bill also requires the President to report to Congress annually about how much money is being contributed and what results are being achieved.
