# Understanding the PROTECT Florida Act

Florida has a serious problem with toxic algae blooms, particularly in Lake Okeechobee and the surrounding water system. These blooms produce dangerous toxins that can make people sick, kill fish and wildlife, and damage the environment. Right now, when the Army Corps of Engineers manages Florida's water system, they balance multiple goals like flood control, water supply, and navigation—but public health isn't officially their top priority. This bill changes that by making sure protecting people's health comes first in how Florida's central and southern water system is operated.

The bill directs the Army Corps of Engineers to completely rethink how they manage Lake Okeechobee and the broader water infrastructure. Instead of treating public health as just one consideration among many, it becomes the overarching goal that guides all decisions. This means when the Corps decides how much water to release, where to send it, and when to do it, they must first ask: "Will this protect people from toxic algae and harmful discharges?" The bill specifically focuses on preventing toxic cyanobacteria from flowing into the St. Lucie and Caloosahatchee rivers, which are major sources of drinking water and recreation for thousands of Floridians. It also requires the Corps to maintain the safety of the Herbert Hoover Dike that holds back Lake Okeechobee and to ensure enough clean water reaches the Everglades and tribal lands.

To make this work, the bill requires the Army Corps to create or update a Master Operational Manual—essentially a rulebook for how the entire water system should be run as one coordinated network rather than separate pieces. The bill also orders a scientific study, working with the National Academies of Sciences, to understand how decades of pollution and nutrient buildup in the system have created conditions for algae blooms and to find solutions. Importantly, the bill protects existing agreements with Native American tribes and doesn't change current environmental laws or timelines for Everglades restoration projects already underway. It also prohibits using restoration money for deep well injection, a controversial method of disposing of excess water underground that some worry could contaminate groundwater.
