# Plain Language Summary: Prevent Illegal Gun Sales Act

This bill aims to crack down on gun dealers who break the law or enable illegal gun sales. Right now, federal agents can inspect licensed gun dealers only once per year to check their records and operations. This bill would increase that to three inspections per year, giving regulators more opportunities to catch dealers who aren't following the rules. To make this happen, the bill allows the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) to hire at least 80 additional employees to conduct these extra inspections.

The bill also significantly increases penalties for gun dealers who violate federal firearms laws. Currently, dealers who break recordkeeping rules or other regulations face up to one year in prison. This bill raises that to five years, and if a dealer's violations are connected to gun trafficking, the penalty jumps to up to ten years in prison. Additionally, the Attorney General can now suspend or revoke a dealer's license or fine them up to $10,000 per violation if they break any firearms laws. Dealers would also be required to have secure gun storage or safety devices available for customers, with limited exceptions for situations beyond their control like theft or backorders.

The bill creates new tools to identify problem dealers. If ten or more guns traced to a crime are linked back to a particular dealer, the ATF can require that dealer to conduct a complete physical inventory of their firearms and provide detailed records. The bill also makes it easier to deny licenses to applicants who pose a danger to public safety or aren't likely to follow the law, and it speeds up the process of revoking licenses when a dealer is convicted of a felony—the license would be terminated immediately upon conviction rather than waiting for all appeals to finish.
