This bill establishes a dedicated office with staff and a director whose job is to make that process easier and more accessible.

The new Office of Public Engagement and Participation would provide free help to anyone wanting to participate in NRC proceedings. This includes guidance on how to submit comments, request hearings, and present evidence. The office would also advocate for the public interest within the NRC and help coordinate other resources available to people. Importantly, the bill allows the NRC to reimburse people for reasonable costs—like attorney's fees and expert witness fees—if their participation actually helped shape the outcome of a significant proceeding and they would face financial hardship without this compensation. This is a big deal because it removes a major barrier that currently prevents ordinary citizens from effectively challenging nuclear industry proposals.

The office would be run by a director appointed by the NRC chairman and would operate independently from other parts of the agency to avoid conflicts of interest. The director would serve five-year terms with a maximum of two terms and could only be removed for serious reasons like inefficiency or misconduct. Each year, the director would report to Congress on how many people sought help, what kinds of assistance they needed, and what problems people commonly face when trying to participate in NRC decisions.
