# Plain Language Summary: Foreign Service Voluntary Early Retirement Authority Act of 2025

This bill makes it easier for Foreign Service employees to retire early with a pension when their agency is going through major changes. Currently, Foreign Service workers generally need to reach a certain age and have worked for many years before they can retire with benefits. This bill creates a new option for people who are at least 43 years old and have worked for at least 15 years in the Foreign Service to retire early and receive a pension if their agency is undergoing significant restructuring, layoffs, or reorganization.

The key change is that employees don't have to wait until the normal retirement age if their workplace is being substantially reorganized, downsized, or if their position is being eliminated. For example, if the State Department decides to close certain offices, consolidate departments, or reduce its workforce, eligible employees in those affected areas could apply to retire early and start collecting a pension right away. The pension would be calculated the same way as regular federal employee pensions, based on their salary and years of service.

The bill applies to people who have already left the Foreign Service since January 20, 2025, as well as anyone who leaves in the future under these circumstances. If there isn't enough money in the Foreign Service retirement fund to pay these early pensions, the bill allows the government to use general Treasury funds to cover the costs. Additionally, the bill expresses that Congress believes these early retirees should be able to keep their federal health insurance benefits if they had coverage when they left their job.
