Right now, employees who work for Washington D.C.'s court system and the Public Defender Service (the office that provides lawyers to people who can't afford them) don't have the same workplace protections that other D.C. government workers have. This bill fixes that by bringing these employees under the District of Columbia Human Rights Act, which is the main law that protects workers from discrimination and unfair treatment on the job.

Specifically, the bill covers two groups of workers: non-judicial employees of the D.C. courts (like administrative staff, clerks, and support workers—but not judges themselves) and all employees of the Public Defender Service. Once this bill passes, these workers would be protected from discrimination based on things like race, color, religion, national origin, sex, age, disability, sexual orientation, and gender identity. They'd also have the right to file complaints if they experience harassment or unfair treatment at work, just like other city employees can.

The practical effect is that court and public defender employees would finally have a clear legal path to challenge workplace discrimination. If someone believes they were treated unfairly because of who they are, they could file a complaint and have it investigated through the same process that other D.C. government workers use. This brings these two important institutions in line with the rest of the city government when it comes to protecting their workers' rights. The changes would take effect as soon as the bill becomes law, applying to any complaints filed from that point forward.
