This bill creates a new government tool called the Weather-Safe Energy Platform to help electricity companies and grid operators better prepare for and respond to extreme weather. The Department of Energy will develop this free, publicly available digital tool that brings together detailed weather and water data—like temperature, wind speed, rainfall, and streamflow information—in formats that energy planners can actually use in their computer models. The platform will include historical weather data, future projections, and different scenario possibilities to help utilities understand how hurricanes, floods, wildfires, droughts, and other severe weather could affect power systems.

Beyond just creating the tool, the bill also funds research projects at universities and research centers to better understand how extreme weather is changing and how those changes might impact electricity grids. The government will provide grants to study these scenarios and then feed what they learn back into the platform. The bill also requires the Department of Energy to offer training and technical help to utility companies, grid operators, city governments, and state regulators so they know how to use the platform and incorporate this weather information into their planning. Within five years and every three years after that, the government must report to Congress on how much money was spent, what research was completed, how many utilities are actually using the platform, and whether it's helping the energy sector prepare for weather-related challenges.
