The bill sets aside a small portion of funding—up to 10 percent—for technical assistance and training organizations that help grantees implement their programs effectively. The government would also use up to $5 million annually to oversee and evaluate the program. The bill authorizes $30 million per year from 2026 through 2030 to fund these grants and support services.
