# Understanding the CARE Act of 2023

This bill makes changes to how the Department of Veterans Affairs handles its family caregiver assistance program. Right now, the VA provides support to family members who care for veterans with serious injuries or illnesses, but the process for getting approved and staying approved has some problems that this bill tries to fix.

The main issue the bill addresses is transparency and fairness in how the VA decides who qualifies for caregiver assistance and who gets kicked out of the program. Currently, when the VA denies someone's application or removes them from the program, they don't have to explain exactly how they made that decision or what specific criteria they used. This bill requires the VA to be much clearer about this. When someone is denied or removed, they now have to get a detailed explanation of all the eligibility rules and exactly how those rules were applied to their situation. The bill also makes sure that medical specialists are involved in evaluating caregivers, not just primary care doctors, and it allows people to appeal if they're being reassessed to stay in the program.

The bill also requires the VA to publish detailed reports every year showing how many people applied for caregiver assistance, how many were approved or denied, and what happened to people already in the program. These reports have to break down the numbers by race, gender, military service era, and branch of service so Congress and the public can see if certain groups are being treated differently. The reports must also explain what tools and procedures the VA uses to make these decisions and how they handle medical records from private doctors.

Finally, the bill creates a new system where organizations and individuals can be officially recognized by the VA to help veterans and their families navigate the caregiver program and other VA services—but only if they promise not to charge any fees for this help. This gives veterans and caregivers access to trusted guides who can help them understand their options without worrying about being charged money.
