This bill is about getting China to follow international rules on export financing. Right now, China provides loans and financial support to help its companies sell products overseas, but the U.S. and other countries say China isn't following the OECD (Organization for Economic Cooperation and Development) standards that are supposed to govern how countries do this. The bill tells the Treasury Secretary to work with allied countries to push China to comply with these international standards. It also changes who leads these negotiations—moving responsibility from the President to the Treasury Secretary working with the U.S. Trade Representative—and requires them to negotiate at least twice a year instead of whenever they want. Additionally, the bill gives the Treasury Secretary new tools to determine if China is manipulating its currency (the yuan) by looking at things like whether China is following IMF rules, how transparent they are about managing their currency, and whether the government is unfairly supporting certain industries. If the Treasury Secretary decides China is manipulating its currency, the U.S. will vote against any proposal to increase China's voting power at the International Monetary Fund for the next year.
