This bill makes it easier for military members and veterans to pass their education benefits to their families. Currently, service members can only transfer their Post-9/11 GI Bill benefits to dependents while they're still actively serving in the military. This bill removes that restriction, allowing veterans who have left the military to transfer unused education benefits to their spouses and children after they've separated from service.

The bill also expands who qualifies to transfer benefits. Right now, you generally need 10 years of service with at least 6 years in the Armed Forces to be eligible. This bill clarifies that people who have already left the military can still transfer their benefits if they meet this service requirement, even though they're no longer on active duty.

A veteran could now wait until after retirement to decide which family members should use their education benefits, rather than having to make that decision while still serving. This gives families more time and options to figure out the best way to use these valuable education benefits for college, vocational training, or other approved educational programs.
