This bill would add a new restriction specifically for dogs and cats, making them off-limits for painful research experiments.

The bill defines "significant pain or distress" using the Department of Agriculture's official pain categories. Specifically, it would ban research that falls into the two highest pain categories (D and E), which represent the most severe levels of suffering. So if a study would cause a dog or cat to experience extreme pain—like in testing new drugs or surgical procedures—the NIH couldn't fund it. The restriction would kick in 90 days after the bill becomes law.

This change would primarily affect medical researchers and pharmaceutical companies that rely on NIH funding. Some types of studies that currently use dogs and cats—such as testing new treatments for diseases or developing surgical techniques—might no longer be possible with federal funding. Researchers could potentially use other animals, computer models, or cell cultures instead, though these alternatives may not always provide the same type of scientific information. The bill essentially says that while medical progress is important, dogs and cats deserve special protection from painful experiments because of their status as common household pets.
