This bill requires most employers in the United States to give their employees paid time off that workers can use for any reason. Specifically, employers would need to provide at least one hour of paid leave for every 25 hours an employee works. This means a full-time worker putting in 40 hours per week would earn about 1.6 hours of paid leave each week, or roughly 80 hours per year (about 10 days). Employers can't be required to give more than 80 hours annually, though they're allowed to offer more if they want. Employees can request time off with as little as two weeks' notice for planned absences, and employers can't require notice for unexpected situations. Employers can only deny a time-off request if there's a genuine business reason, and they must offer alternative dates within 30 days.

The key difference this bill would make is that currently, many American workers—especially in lower-wage jobs—have no guaranteed paid time off at all. This bill would establish a minimum floor, ensuring that workers could take unpaid leave without losing their job, though they wouldn't be paid for it unless their employer voluntarily provides it. The bill specifically excludes other types of leave like sick days, family leave, bereavement leave, and jury duty from counting toward this requirement, so employers would still need to provide those separately if required by law.
