The CLEAN Pacific Act creates a new program called the Pacific Counternarcotics Initiative to help Pacific island nations and territories fight illegal drug production. The program focuses on helping these countries seize and destroy chemicals used to make drugs like methamphetamine and fentanyl, which are major problems in the region.

Specifically, the initiative provides assistance with several practical goals: destroying seized drug-making chemicals faster, clearing out stockpiles of confiscated chemicals and hazardous waste, preventing stolen chemicals from being used again in drug production, and improving law enforcement capabilities. The U.S. will help by providing training, equipment, and technology that allows Pacific nations to work together more effectively with American law enforcement agencies.

The Secretary of State, working with the Defense Department and Attorney General, must create a detailed implementation plan within 90 days explaining how the program will work in each participating country. This plan includes specific targets for each nation, a five-year strategy with budgets and expected results, and ways to address corruption or security problems that might interfere with the work. The program will be funded through existing foreign aid money already approved for drug-fighting efforts. Congress will receive annual progress reports for five years showing how many chemicals were destroyed and whether each country is meeting its goals.
