# The HONOR Act: Protecting Military Members from Intimate Image Abuse

The HONOR Act creates new military rules to punish service members who share intimate photos or videos of others without permission. This includes both real images and fake ones created using artificial intelligence or photo editing software. The law applies specifically to people in the military and covers sharing these images through any communication method—text, email, social media, or any other online platform.

The core offense covers several situations. If a service member shares a real intimate photo of someone without their consent, knowing that person expected privacy, they can be punished. The same applies to sharing fake intimate images—deepfakes or AI-generated nudes—of someone without permission. The law is stricter when it comes to minors: sharing any intimate image of someone under 18, real or fake, is prohibited if done with intent to abuse, humiliate, or harass them. The punishment is determined by military court-martial, which could include prison time and other military penalties.

The law includes important exceptions so it doesn't interfere with legitimate activities. Law enforcement can use these images during investigations, doctors can use them for medical purposes, and people can report abuse to authorities or seek help without breaking the law. Someone can also share their own intimate images. Additionally, just because someone agreed to have an intimate photo taken doesn't mean they agreed to have it shared with others—consent to create an image is separate from consent to distribute it.

This law specifically targets military personnel, so it applies to active duty service members, reservists, and others subject to military law. For civilians, similar protections may exist under state laws, but this bill strengthens protections within the military justice system.
