# Wind River Administrative Site Conveyance Act

This bill transfers about 23.4 acres of federal forest land in Washington state from the U.S. Forest Service to Skamania County. The land includes buildings and other structures that currently serve as an administrative site for the Forest Service. Essentially, the federal government is giving this property to the county for free, though the county has to pay for the paperwork and legal costs associated with the transfer.

The transfer comes with some important strings attached. The county must request the land within six months of the bill becoming law, and the federal government has up to two years to complete the handover. The Pacific Crest National Scenic Trail will have a protected corridor running through or near the property, meaning the county can't block access to that trail. The county also has to maintain the land according to federal standards for public facilities. If the county ever uses the property in a way that violates these maintenance standards, the land automatically reverts back to federal ownership.

There's also an environmental protection clause: the federal government must disclose any hazardous materials or pollution on the site before handing it over, but the county becomes responsible for any cleanup needed. The county will pay all the closing costs for the transfer, including title insurance, legal fees, and recording fees. The federal government will pay for the official survey that determines the exact boundaries and acreage of the property being transferred.

Wind River Administrative Site Conveyance Act This bill directs the Forest Service to convey to Skamania County in Washington, upon request of the county, all right, title, and interest of the United States in approximately 23.4 acres of National Forest System land, related infrastructure, and all improvements on the map titled Wind River Administrative Site Conveyance Proposal and dated July 7, 2020. The conveyance shall be <ul> <li>made by quitclaim deed; </li> <li> subject to a right-of-way and restrictive easement reservation for the protection of the Pacific Crest National Scenic Trail; and</li> <li> completed in accordance with certain Forest Service conveyance requirements, except that certain market value requirements shall not apply. </li> </ul> The Forest Service must meet specified disclosure requirements for hazardous substances, pollutants, and contaminants and shall not otherwise be required to remediate or abate the hazardous substances, pollutants, or contaminants disclosed. The lands and related infrastructure conveyed must be maintained by the county pursuant to standards established by the Department of the Interior regarding the preservation of historic property.
