# The CONNECT Act: Making It Easier to Bring Broadband to Rural America

This bill is designed to speed up and simplify the process of bringing high-speed internet to rural communities that currently lack it. Think of it as removing bureaucratic roadblocks that have been slowing down broadband expansion in areas where internet companies haven't found it profitable to build on their own.

The bill creates several new support systems to help smaller internet providers and local organizations apply for federal broadband funding. Right now, applying for these grants is complicated and expensive—you need lawyers, engineers, and consultants to fill out the paperwork. The bill establishes a dedicated office within the Department of Agriculture to help smaller providers (those serving fewer than 20,000 people) navigate the application process for free. It also creates small grants of up to $20,000 to help these organizations prepare their applications and initial project plans. If they later get approved for the larger federal broadband program, they simply repay the planning grant. This is meant to level the playing field so that smaller, local organizations can compete with big corporations for federal money.

The bill also speeds up the permitting process. Currently, when someone wants to build broadband infrastructure on federal land, they can wait a very long time for approval. This bill requires the Department of Agriculture to make a decision within 180 days—either approve or deny the permit. Additionally, the bill gives priority points to applications from local governments, nonprofits, and cooperatives, recognizing that these organizations often serve communities that for-profit companies ignore. The bill also makes it easier for electric utilities to use their existing fiber optic cables (the ones they already have strung along power lines) to provide broadband service, removing federal permitting requirements for this reuse of existing infrastructure.

Finally, the bill creates a council of federal agencies to develop consistent standards for broadband speeds and application requirements across all federal broadband programs. Right now, different agencies have different rules, which confuses applicants and wastes time. This council will recommend uniform standards and report back to Congress regularly, ensuring that federal broadband efforts are coordinated and efficient. The overall effect is to make it faster, cheaper, and easier for rural communities to get connected to high-speed internet.
