# Understanding the EQIP Improvement Act of 2023

The Environmental Quality Incentives Program, or EQIP, is a government program that pays farmers and ranchers to adopt practices that protect the environment and natural resources on their land. This bill makes changes to how much money the government will pay farmers for these environmental improvements and which types of projects get different payment levels.

Currently, the government typically covers 75 percent of the costs when a farmer implements an environmental practice, like installing water conservation systems or improving soil health. Under this bill, most practices would still receive that 75 percent coverage. However, certain larger infrastructure projects—like building irrigation systems, ponds, dams, livestock pipelines, and waste management facilities—would only receive 40 percent cost coverage instead. The bill also keeps a provision that allows farmers to receive 100 percent reimbursement for income they lose by taking land out of production for conservation purposes. This means a farmer who decides to let part of their land sit idle to restore wildlife habitat wouldn't lose money on that decision.

The bill also lowers the maximum payment limit any single farmer can receive in a year from $450,000 down to $150,000. This change would stretch the available funding across more farmers, meaning smaller and mid-sized operations might have better chances of getting assistance, though larger operations would receive less support overall.

Finally, the bill requires the Department of Agriculture to report to Congress every year about how EQIP money is being spent—specifically which types of practices are getting funded, how much money goes to each state, and whether the money is reaching small, medium, or large farming operations. This transparency requirement helps lawmakers and the public understand whether the program is working as intended and reaching the farmers it's designed to help.

EQIP Improvement Act of 2023 This bill amends the Environmental Quality Incentives Program (EQIP) to reduce and remove certain payment requirements. (EQIP provides technical and financial assistance to agricultural producers and forest landowners to address natural resource concerns.) Specifically, the bill 	 <ul> <li>reduces the maximum payments available to a person or legal entity under EQIP to $150,000 per five-year period (from the current level of $450,000), thereby allowing for an increase in the overall number of participants in the program;</li> <li>reduces federal cost sharing to 40% (from 75%) for the costs associated with planning, installation, or maintenance for specified conservation practices (e.g., access roads, dams, and waste storage facilities); and </li> <li>removes a requirement that 50% of EQIP funding payments go to livestock production programs. </li> </ul>
