# Understanding the FLAT Act

The FLAT Act is about investigating a practice that some colleges use when awarding their own financial aid to students. Here's what's happening: some colleges give students a bigger financial aid package in their first year than they do in later years. So a student might get a generous grant (free money that doesn't need to be repaid) as a freshman, but then that grant shrinks when they become a sophomore, junior, or senior. This bill wants to find out how widespread this practice is and what impact it has on students.

The bill directs a government auditor called the Comptroller General to study this "front-loading" of aid from 2007 through 2020 across four-year colleges and universities. The study will look at whether this practice is common, which types of schools do it most (public universities, private nonprofits, or for-profit colleges), and why colleges might be reducing aid for returning students. Researchers will also examine whether this practice affects students' ability to stay in school, how much they borrow in student loans, and whether they actually graduate.

One important part of the study will investigate how transparent colleges are about this practice. Many students and families don't realize their aid package might shrink after freshman year, so the bill wants to know whether colleges are clearly telling prospective students about these changes upfront. Within two years of the bill passing, the Comptroller General will report back to Congress with findings and recommendations for what Congress should do about the problem. The goal is to give lawmakers information they need to potentially regulate this practice and protect students from being surprised by reduced aid in later years.

Front-Loaded Aid Transparency Act or the FLAT Act This bill directs the Government Accountability Office to study and report on the front-loading of grant aid by institutions of higher education (IHEs) for FY2007-FY2020. Front-loading refers to the practice of providing first-year students with a higher amount or percentage of grant aid than the IHE provides to second-year, third-year, or fourth-year students.
