Some states already have independent redistricting commissions that meet these standards, so they'd be allowed to keep their current systems. Iowa gets a special exemption because it already has an established process. The bill would apply starting with the 2030 census redistricting. For ordinary citizens, this could mean their congressional districts become more competitive and representative of their actual communities rather than being designed to guarantee one party wins. It could also mean their representative actually has to work harder to earn votes rather than relying on a gerrymandered safe district.
