# Understanding the SEIZE Act of 2025

This bill gives the President the power to take weapons and military equipment that the U.S. intercepts while it's being shipped from Iran to the Houthis (a militant group in Yemen) and treat those seized items as if they belong to the U.S. military. Essentially, instead of storing confiscated weapons in a warehouse or destroying them, the President can now officially claim them as part of America's military stockpile and then give them to other countries that are U.S. allies or partners.

Here's how it works in practice: When U.S. forces or intelligence agencies catch Iranian weapons heading toward the Houthis—whether on ships, planes, or other transport—they can seize them. Under this new law, the President doesn't need special permission to redistribute those weapons to friendly nations. For example, if the U.S. intercepts a shipment of Iranian missiles intended for the Houthis, the President could now give those missiles to countries like Ukraine, Israel, or other U.S. partners without going through the normal approval process that usually applies to military aid.

The bill requires the President to report to Congress every six months about how many times this authority was used, what weapons were seized, and which countries received them. This reporting requirement is meant to keep Congress informed, though it doesn't give Congress the power to stop the President from using this authority. The practical effect is that the U.S. gains a faster, more flexible way to arm its allies by recycling weapons it captures from Iran-backed groups, rather than waiting for traditional military aid approval processes.
