# Veterans Healthcare Equality Act of 2025

This bill makes it illegal for the Department of Veterans Affairs to discriminate against transgender veterans when providing healthcare. Specifically, it prohibits the VA from denying medical treatment for gender dysphoria (the distress some transgender people experience when their gender identity doesn't match their sex assigned at birth) and from discriminating based on gender identity in any way—including through repeated misgendering or other forms of bias.

The bill addresses a real concern: the VA previously had a directive supporting transgender healthcare, but that policy was rescinded, and the department began phasing out treatments for gender dysphoria. This bill essentially says that can't happen anymore. It requires the VA to treat transgender veterans the same as any other veteran when it comes to hospital care, medical services, and extended care. The bill emphasizes that treatments for gender dysphoria are medically necessary and supported by major U.S. medical associations, so denying them would be discriminatory.

For transgender veterans, this means they would have a legal guarantee that they can access gender-related healthcare through the VA system without facing discrimination. For the VA as an institution, it means the department must provide these services and can't use policy changes to restrict access. The bill also requires the VA to brief Congress quarterly about how it's serving transgender veterans and to provide an initial briefing within 90 days of the law passing to explain how it will implement these new protections.
